This proposal analyses the influence that fiscal decentralization can have on the effectiveness of the political intervention that different administrative structures may have on territorial competitiveness and innovation capacity. The rationale for this study lies in the fiscal agreement that the Basque Country has with Spain, which has some features that make it be a unique case worldwide. However, beyond addressing the Basque specificity, the research aims to analyse the previous goal on the European context. In this regard, all European countries and regions (NUTS1, NUTS2 and NUTS3 levels) will be studied and compared, since every country has a different administrative regulatory structure. The initial basis of the study is a fiscal and political comparison of 1021 NUTS2 and NUTS3 regions of 28 EU member states based on the Regional Authority Index (RAI). The choice of the RAI is made because it is the main database that provides information not only at country level, but also at regional level (NUTS2 and NUTS3) about the extent at which fiscal and political decentralization can be found in Europe. The inclusion of the NUTS3 level is supported by the interest in contrasting the cases of Biscay, Gipuzkoa and Araba, which are three of the regions regarded as “historic territories” in Spain, which count with an own fiscal capacity.

INTERDISCIPLINARY COLLABORATION

The thesis aims to contribute with a new evidence on the role that fiscal policy and other regional financial schemes can have on innovation and competitiveness. To reach this goal, the relationship between fiscal decentralization, multilevel governance and macroeconomic performance will also be studied. Therefore, this proposal does not just focus on the competitive and fiscal approach of the region, but also covers a sociological and political approach
This project has been designed as a joint PhD thesis between myself and Jon Mikel Zabala-Iturriagagoitia, both members of the Department of Economics at the Deusto Business School and the affiliated to the Research Group Recognized by the Basque Country on Competitiveness and Economic Development.
As already mentioned, this research project aims to relate the following research streams: – Macroeconomics. Fiscal Policy. Regional financial schemes. – Multilevel governance. – Governmental approaches. – Innovation performance and innovation policy. – Measurement and Competitiveness, and related policies.

INTERNATIONAL COLLABORATION

The project is related to the following calls of the H2020: TRANSFORMATIONS-14-2018: Supply and demand-oriented economic policies to boost robust growth in Europe –Addressing the social and economic challenges in Europe. TRANSFORMATIONS-13-2019: Using big data approaches in research and innovation policy making TRANSFORMATIONS-15-2020: Society and innovations: understanding the contexts, processes and consequences At the same time, the following SDGs are related to the purposes of the current proposal: 1.- decent work and economic growth 2.- industry, innovation and infrastructure 3.- sustainable cities and communities 4.- responsible consumption and production
The thesis is expected to be totally developed at the University of Deusto. However, research stays in international research groups that both supervisors are related to, particularly in Europe, will be encouraged. There are already interested groups in the proposal in different european countries.

INTERSECTORAL COLLABORATION

The proposal has a direct alignment with the science, technology and innovation policies implemented in the Basque Country. The stakeholders directly influenced by this proposal are the Government of the Basque Country as well as the provincial governments of Biscay, Gipuzkoa, and Araba. The Institute of Basque Administration (IVAP) and Innobasque are also potential partners that could contribute and benefit from the project. The proposal would also require cooperation with law-related experts in the Law Faculty at the University of Deusto. Among others, Alberto Atxabal o Aitziber Irigoras can be mentioned. Also, several scholars are considered key stakeholders from the Public Policy and Governmental perspective, being mainly related to the sociology field. Finally, the research also has a direct alignment with the smart specialization strategy policies being implemented in all European regions in order to define the scale and scope of policy interventions in relation to innovation.

IMPACT

Nowadays, different schools (Cardiff- United Kingdom, Circle – Sweden, Stavanger – Norway, London School of Economics- United Kingdom, etc.) are boosting regional studies to understand and improve regional competitiveness results. However, when focusing on fiscal and policy decentralization, the analysis are always made at country level. The complexity of regional evaluations, discourage scholars to evaluate impacts at the regional level and the difficulty in the data treatment exhibits another relevant issue. However, the inclusion of different regional indexes might provide solution for this problem, proposing new approaches not found yet in the literature. Then, beyond the scientific impact of the proposal itself, we identify options to explode the results from the Governmental and Public Administration perspective. Therefore, we propose dissemination not only through academic conferences but also, based on the international collaboration with other regional governments, exhibiting the results in different European regional bodies, among others we should undoubtedly mention the DG Regio, of the European Commission. INNOVATION

Fiscal Decentralization has been analysed from a national perspective but a regional approach towards fiscal decentralization and its impact on regional competitiveness has not been considered in the literature on innovation policy. From a regional perspective, we are interested in identifying the influence of fiscal decentralization on innovation, focusing not only on the NUTS2 level (i.e. regional scale) but also on the NUTS3 (i.e. provincial scale). As a result, the proposal has a large potential for achieving both new theoretical development as well as providing new empirical evidence on an understudied topic with a high societal, economic and political relevance.
